Todos os países da UE transpuseram a [Diretiva 2019/1937](https://eur-lex.europa.eu/legal-content/PT/TXT/?uri=CELEX%3A32019L1937) para o direito nacional, mas os detalhes operacionais diferem consoante o país: limiar do setor privado, âmbito do setor público, canais partilhados, autoridade de denúncia externa e autoridade de proteção de dados. A Moldávia, país candidato à adesão à UE, também é abrangida — a sua Legea 165/2023 está parcialmente alinhada com a Diretiva na preparação para a adesão, não sendo uma transposição da mesma.
